New report highlights challenges faced by workers from marginalised caste communities in Pakistan’s garment industry

A new report by Arisa, The Knowledge Forum and Pakistan Dalit Solidarity Network highlights the challenges faced by workers from marginalised caste communities in Karachi’s garment industry, particularly their struggle to access permanent and decent employment.

While the caste system is not officially recognized in Pakistan, discrimination against minorities, especially Scheduled Caste Hindus and Christians, remains widespread. Workers from these oppressed caste communities are often relegated to low-paying, precarious jobs. The report finds that many of these workers are unable to secure direct, permanent employment and are instead hired through contractors. This practice denies them access to social security benefits and job protections, while the wages they earn remain far below fair standards.

Lacking strong social networks and union representation, these workers face significant barriers in raising concerns about their working conditions, which further deepens their vulnerability to exploitation.

The report urges global brands and retailers sourcing from Pakistan to address caste-based discrimination in their supply chains. It calls for stronger due diligence policies to protect these workers and ensure they have access to remedies for the harms they face.
